I stayed at Kyoto Garden a few years ago and returned this time. The hotel is located quite in a central location, with easy access to many attractions. It is quiet because it is located in the back street but one minute walk to the main road.
Maine-Canada
Stayed here at end of march, beginning of april 2011. Convenient location 1.5 blocks form the Karasume-Oike subway station, which connects directly to Kyoto station. Lots of nearby dining options, including breakfast. Rooms are clean, staff is curteous, professional and handled my compelte lack of japanese speaking well, free internet in lobby on 2 computers.

As we were travelling in a group of five, split up into a twin and triple for the night. The room with three people was a little cramped, but it was still fine. This place was extremely affordable, staff were courteous, no issue with heating even though it was winter. Bathrooms were clean and beds were clean too.
